Added contact and comment routes, document revision dates, and links to source history to support review by readers. Separated available drafts from publications still in preparation on the home page. The proposals themselves are unchanged.

Published the UIL access discussion paper for review, expanded Paul Robeson’s biography with historical photographs and sources, and added a brief biography to the home page. Updated navigation and adopted sentence case for titles and headings.
